ROBINSON PUBLIC LIBRARY DISTRICT BOARD OF TRUSTEES MEETING

JUNE 16, 2020

 

President Debbie Scott called the meeting to order at 5:37 PM on Tuesday June 16 in the Robinson Public Library Carnegie Room following the Robinson Library Endowment meeting.

 

Trustees present: Rhonda Moade, Debbie Scott and Debbie Walls

Trustees present via Zoom: Wendy Kastner, Todd Liston and Allen Summers Trustee absent: Michael Garrard

Staff present: Michelle Blair, Doug Roberts, Janice Shick There was no 'general public in attendance.

 

Minutes of the May 19, 2020 board meeting were approved as written.

 

FINANCIALS: There was a motion by Debbie Walls and seconded by Rhonda Moade to accept the check register for May 2020. Motion carried in a role-call vote. Other monthly financials were discussed briefly.

 

DIRECTOR'S REPORT: The library district partially reopened on June 1. Currently the plan is to open to patron traffic on June 29 with 25% capacity being allowed.

The district received word that it is being awarded the FY2020 Illinois Public Library Per Capita Grant for $19,296.25 by the Secretary of State's Office. Michelle Blair had worked hard on this.

FE Moran has installed 3 video surveillance cameras at the front entrance of the RPL and one camera at the employee entrance.

Cincinnati Insurance Company conducted a 3-year loss control inspection on June 10, 2020 and found no issues.

Doug has started attending Director's University training sessions virtually and will continue this training till Sept 29, 2020.

Doug held his 1st Quarterly Staff Meeting on May 28, 2020 with all staff attending. It was a very productive meeting.

Goff Plumbing conducted the annual NC inspection on May 21, 2020 replacing filters and recharging Freon, as well as installing a 3/4HP blower motor in the Newlin addition and a 1/4HP.fan motor on one of the units adjacent to the employee entrance.

Bid packets for an upcoming 3-year insurance contract were prepared and given out to interested local insurance agencies. These returned packets will be reviewed at the July board meeting.

Doug met with Lazerware on June 9, 2020 to discuss upgrading full-time staff to laptops instead of desktops, and using their content design service to redesign the district website.

Doug is checking into possible digital signage from T-Graphics and a possible book pickup locker near the RPL,front entrance.

A newly revised date for circuit upgrade by Frontier Communications is 7/15/20.

 

NEW BUSINESS: After some discussion, Debbie Walls made a motion to accept the Proposed Budget FY 2020-2021 and Wendy Kastner seconded it. Motion carried by role call vote with 5 in favor and Rhonda Moade voting "nay".

Debbie Walls made a motion to accept the Prevailing Wage Ordinance 2020-1 and Wendy Kastner seconded it. Motion passed by role call vote.
