Minutes of the January 19, 2021 Robinson Public Library District Board Meeting

Board members present in-person: Guy Rumler, Debbie Scott and Debbie Walls. Board members present via Remote: Rhonda Moade (arrived 5:08 p.m.).

Board members absent: Michael Garrard, Todd Liston and Allen Summers. Total board members

present: 4

Library staff present in person: Director Doug Roberts, Asst. Director Michelle Blair, and Janice Shick, Bookkeeper.

Guests present: Craig Beals

Public Present: None

Meeting called to order at 5:10 p.m.

Action Items:

  • Approved to accept minutes of November 17, 2020 board meeting as written, with no changes. Roll call of four approved.
  • Regretfully approved the resignation of Allen Summers as a board trustee. His term

expires in April 2023. Roll call of four approved.

  • Approved the appointment of Craig Beals to replace Allen Summers as a board trustee. The term expires in April 2023. Roll call of four
  • Approved the November Check Register results as presented by bookkeeper, Janice Shick. Roll call of four approved. Board also provided with a review of the month/year-to-date balance sheet results and the aged payables
  • Approved the December Check Register results as presented by bookkeeper, Janice Shick. Roll call of four approved. Board also provided with a review of the month/year-to-date balance sheet results and the aged payables
  • Approved, on the condition that some additional edits occur, a change in the Purchasing Policy to increase the spending limit by the District Director from $1,500 to $5,000 without board of trustee approval. Roll call of four

Discussion Items:

Board heard the President's Report from Debbie Scott which highlighted the following:

  • Discussion of the annual board-sponsored staff Christmas

o    Agreed that the event was a qualified success. Thank you cards were sent to the board from different individuals about the event.

  • A card for Allen Summers, retiring board member, was passed around for signature.

 Board heard Director's report which highlighted the following:

    • Key metric numbers for the months of November and December were shared. A copy of the District's entire year-to-date numbers on the newly created scorecard was provided to each board
    • Advised the board that expenditure totals in the amount of $903.57 were submitted to the state for our Personal Protective Equipment (PPE) grant
    • First Choice Electric did another lens test fit as part of our ongoing lighting project. The hope is to begin installation of new LED bulbs and new lens covers in
    • First Choice Electric also repaired the malfunctioning light in the Genealogy

The company also submitted three, separate estimates to convert all the lights in Genealogy; the Genealogy hallway; breakroom area; the Assistant Director's office; and the Director's office.

  • First Choice Electric completed installation of conduit and CAT6 cabling to the Newlin room in No connectivity issues in the space since installation.
  • Tohill Tree Service removed four trees from the property due to deteriorating condition. Will look at replanting options in the
  • Relocated three, 42" high shelves from the main floor to Genealogy to allow for expansion of materials in that space to provide better breathability of the existing material. Also moved the study table from the main space to Genealogy to allow patrons to conduct more private research, if
  • Will have a Zoom presentation for the staff on February 8th conducted by Marsha Griffin of the Illinois State Attorney General's Office. The subject will be consumer fraud, identity theft and other
  • Installation of a dedicated internet circuit at the Oblong branch is scheduled for February 16. The installation will allow the branch to decouple from the Oblong school system's internet and increase network processing speed to 25 mbps. Partial funding of the project comes from the Digital Network Access grant received in December in the amount of $1,438.
  • Met with T-Graphics to discuss some interior directional signage options for Robinson location. No pricing information has been provided
  • Statements of economic interest forms are due to the Crawford County Clerk's office in
