Minutes of the September 20, 2022 Robinson Public Library District Board Meeting

Board members present in-person:  Craig Beals, Todd Liston, Debbie Scott and Debbie Walls

Board members present via remote: Rhonda Moade (exited the meeting @ approximately 5:49 p.m.)

Board members absent:  Michael Garrard and Guy Rumler

Total board members present: 5

Library staff present: Doug Roberts, Director; Janice Shick, Bookkeeper; Mindi Williamson, Children’s Librarian

Library staff absent:  None

Guests present: Denise Jobe, City of Robinson Treasurer

Public Present: None

Meeting called to order at 5:29 p.m.

Action Items:

  • After hearing an overview by City of Robinson Treasurer, Denise Jobe, concerning extension of both the West Robinson Industrial Tax Increment District and the Downtown Robinson TIF (Tax Increment Financing) District from 23 to 35 years, the board approved to submit a letter of support to the city for both extensions. Roll call of five approved.
  • Approved to accept the August 16, 2022 board meeting minutes as written, with no changes. Roll call of five approved
  • Approved the August Check Register results as presented by bookkeeper, Janice Shick. Roll call of five approved. Board was also provided with the month/year-to-date balance sheet results and the aged payables
  • Approved the Levy Ordinance (Ordinance 2022-6). Roll call of four approved.
  • Approved Robinson Public Library District becoming a fine-free organization. Roll call of four approved.
  • Approved the change to the Closing Policy with the addition of the Juneteenth holiday as an observed library holiday. Roll call of four approved.
  • Approved closing on Monday, December 26 in observance of Christmas. Roll call of four approved.
  • Approved the 2023 Robinson Public Library District holiday closure dates. Roll call of four approved.
  • Approved Doug Roberts and Mindi Williamson as election officers for the November 8, 2022 general election and the April 4, 2023 consolidated elections. Roll call of four approved.

Discussion Items:

President’s report highlighted the following:

  • No items were discussed.

Board heard Director's report which highlighted the following:

  • Submitted the annual library report (IPLAR) to the state library on Wednesday, August 17.
  • Received donations to the Robinson Public Library Endowment Fund totaling $1,685, including a $1,000 check from Ken & Carolyn Woodworth, in the memory of long-time RPLD board member Mary Woodworth.
  • Received donations to the Susie Wesley Memorial Library totaling $1,415 in the memory of Kristi McCleave. We will be purchasing two tablets (like we have for the kids at the Robinson library) along with a three-year android tablet kiosk solution. 
  • Cintas delivered our Automatic External Defibrillator (AED) and cabinet on Tuesday, August 30. Awaiting the training link so that we can complete the certification process.
  • Received FY 2022 Per Capita Grant award check from the Secretary of State on Tuesday, August 30. Our grant amount was $21,647.10.
  • Received a nice Thank You note on Tuesday, August 30 from Michelle Goodwine and staff for the shelving we gave Hutsonville Jr. High. Additionally, Michelle shared a couple of pictures of the shelving in their new home.
  • Hired a new custodian, Donald Shick, to replace Jennifer Wilson. Don started on Wednesday, August 31.  He will be working 15-19 hours per week, generally during weekday mornings.   
  •  Received a TIF grant award in the amount of $560 on Friday, September 9, from the Village of Oblong to help pay for the purchase of a mesh ceiling for the underside of the awning at the Oblong Public Library. The mesh will prevent birds from nesting under the awning.
  • We are hosting “The Apollo Experience” exhibit originally from Monday, September 12 through Friday, September 30, but has now been extended until Saturday, October 15. The exhibit is provided by Jim and Debra Jones and features a spacesuit, along with several artifacts.
  • Attended a meeting of the Robinson Taxing District on Monday, September 12. The purpose of the meeting was to review the Marathon EAV history along with highlights from the expiring Real Property Tax Assessment Settlement Agreement and to discuss expectations of the taxing bodies ahead of negotiations for the next agreement.
  • Hosted a tour of staff and board members from the Marshall Public Library at the Hutsonville and Robinson facilities on Wednesday, September 14.
  • Started a new weekly yoga class, instructed by Valerie Tingley, on Thursday, September 15 from 5-6 p.m. in the Newlin Room. The program is gentle flow yoga is appropriate for all skill levels and ages. 
  • September 20 is the first day that trustee candidates can pick up election packets. Notarized packets can be returned between the dates of December 12-19 during the hours of 9 a.m. to 4 p.m.
  • Received bid from Effingham Striping Service to re-stripe Robinson parking lot.
  • Shared a picture of the new water fountain that we are intending to have installed at the Robinson location.

Board heard the Children’s Librarian report:

  • There were no story hours during the month of August. There was a meeting with area libraries to discuss 2023 summer reading programs.
  • Briefly discussed the success of Beanstack, our new reading challenge app. After a good summer start, participation is down right now, presumably due to the start of school.

Debbie Scott summarized upcoming events for the district and then made a motion for adjournment.  All were in favor.
