Minutes of the June 15, 2021 Robinson Public Library District Board Meeting

Board members present in-person:  Craig Beals, Michael Garrard, Rhonda Moade, Debbie Scott and Debbie Walls.

Board members present via Remote: None.

Board members absent: Todd Liston and Guy Rumler

Total board members present: 5

Library staff present in person: Director Doug Roberts, and Janice Shick, Bookkeeper.

Meeting called to order at 5:39 p.m.

 Action Items:

  • Approved to accept minutes of May 18, 2021 board meeting as written, with no changes. Roll call of five approved.
  • Approved the May Check Register results as presented by bookkeeper, Janice Shick. Roll call of five approved. Board also provided with a brief review of the month/year-to-date balance sheet results and the aged payables
  • Approved Ordinance 2021-1 Summary of prevailing wage rates. Roll call of five approved.
  • Approved Ordinance 2021-2 Establishment of Board of Trustee meeting dates, place and time for FY 2021-2022. Roll call of five approved.
  • Approved the Notice of Public Hearing for Ordinance 2021-3 Annual Budget & Appropriation Ordinance. Roll call of five approved.
  • Approved Ordinance 2021-4 Authorization for transferring monies from the Special Reserve to the general library fund. Roll call of five approved.
  • Approved the Inter-fund loan policy. Roll call of five approved.
  • Approved the District’s disaster plan manual. Roll call of five approved.
  • Approved the new Non-Resident card fee of $104.50 for FY2 2021-2022. Roll call of five approved.
  • Approved the three (3) month staff member leave of absence request, retroactive to June 1, 2021. Roll call of five approved.

 Discussion Items:

 There were no items on the President’s Report.

  • Board heard Director's report which highlighted the following:
    • Summary of key district statistics for May.
    • Attendance summary from the first two weeks of Summer reading 2021.
    • Notification that the Village of Oblong awarded a $3,500 TIF grant, which will go to make repairs and provide preventative maintenance to the Oblong branch’s street-facing brick wall.
    • T-Graphics installed the new graphics on the fiction & non-fiction shelving end caps. They also installed the circular display sign above the teen/young adult area and signage above the east-west fiction wall and above the inspiration fiction shelving.
    •  Signed the district up for Niche Academy, which provides library instruction and resource promotion tools to help libraries increase utilization of their electronic resources. The Niche Academy platform makes it easy for libraries to create their own online academies where they can deliver self-directed education experiences both inside and outside the physical library. The annual subscription rate $1,600.
    • Work started on re-arranging the shelving and circulation desk at the Oblong branch.
