Minutes of the July 20, 2021 Robinson Public Library District Board Meeting

Board members present in-person:  Craig Beals, Michael Garrard, Todd Liston, Guy Rumler, Rhonda Moade, Debbie Scott and Debbie Walls.

Board members present via Remote: None.

Board members absent: None

Total board members present: 7

Library staff present in person: Director Doug Roberts, and Janice Shick, Bookkeeper.

Library staff present via Remote: None

Library staff absent:  Michelle Blair

Meeting called to order at 5:05 p.m.

 

 Action Items:

  • Approved to accept minutes of June 15, 2021 board meeting as written, with no changes. Roll call of seven approved.
  • Approved the June Check Register results as presented by bookkeeper, Janice Shick. Roll call of seven approved. Board was also provided with a brief review of the month/year-to-date balance sheet results, the aged payables report and the encumbered funds report. There was a $12,051.88 revenue surplus on the encumbered funds report.  There was discussion on where to place those funds.  The first inclination was to move them to Special Reserves but it was agreed to wait for disposition by Kemper CPA at the upcoming annual library audit, which takes place the first week of August, before taking further action.
  • Approved Ordinance 2021-5 to levy and assess a tax of .02% of the value of all taxable property within the Robinson Public Library District for building and maintenance purposes for the fiscal years July 1, 2020 to June 30, 2021. Roll call of seven approved.
  • Approved an estimate from Interiors Premier of Robinson for the purchase of carpet for the children’s area. Roll call of six approved with one abstention.
  • Approved the estimate from Ryan Hill for installation of carpet for the children’s area. Roll call of seven approved.
  • Approved the WordPress website and hosting service agreement with Lazerware for creation of the new district website. Roll call of seven approved.

Discussion Items:

 

  • Board heard the President’s Report which highlighted the following:
    • After some discussion, Scott and Moade appointed to conduct an audit of FY21 meeting minutes.
    • Discussed ideas ranging from sending a birthday card to having a birthday celebration, either onsite or offsite, to honor the 100th birthday of longtime board member and President Maxine Zwermann. The Director will discuss options with library staff.
  • Board heard Director's report which highlighted the following:
    • Summary of key district statistics for June.
    • Attendance summary for the 2021 summer reading program.
    • Summary of the Oblong library renovation effort.
    • Goff Plumbing installed a new sink and vanity in the staff restroom.
    • Five-O Mowing provided landscape services around the Robinson property.

 

 

 

 

  • Working with T-Graphics on revised signage for children’s area entrance and also design ideas for the back wall at the Robinson location.
  • Spoke with Sherwood Garden & Landscaping about planting the Redbud tree purchased by Dena Wilson and also about planting a second tree in the area where we cut down trees last fall. Looking at a planting time around the last week of August or first week of September.  We will discuss tree type and price for the second tree at that time.
  • Working with Illinois Department of Public Health to be a mobile Covid-19 vaccination site on Tuesday, August 2nd in the Robinson parking lot.
  • Have started working on the FY21 Illinois Public Library Annual Report (IPLAR).
