BOARD OF TRUSTEES MEETING
MAY 19, 2020

President Debbie Scott called the meeting to order at 5 PM at the Robinson Public Library. Due
to the ongoing coronavirus pandemic, the board members and public had a choice between attending in
person or via Zoom.

Board members present in person at the library were Debbie Scott and Debbie Walls. Michael
Garrard, Rhonda Moade, Todd Liston, Allen Summers, and Wendy Kastner joined online.

Staff members present at the library were Michelle Blair, Doug Roberts, and Janice Shick.

Two members of the public were present via Zoom. These people had questions about the
upcoming reopening of the library district.

The minutes of the March 17, 2020 meeting were approved as corrected.

FINANCIALS: Janice Shick reviewed the financials from March and April with the board. A
motion was made by Rhonda Moade and seconded by Wendy Kastner to accept the March check
registry and motion carried. A motion was made by Debbie Scott and seconded by Michael Garrard to
accept the April check register and motion carried. The operating budget for FY2021 was presented and
the board was reminded to look it over and be prepared to vote on it at the June board meeting. The
FY2021 proposed annual wages were presented which consists of a $0.75 raise on July 1 and a $1.00
raise on January 1, 2021. Michael Garrard made a motion with a second from Wendy Kastner to adopt
this wage increase and motion carried.

Reopening of the Robinson Library District was talked about at length with library director,
Doug Roberts, leading the discussion from his research on the subject. A soft opening date is June 1st
barring any new information by the governor. Portable Plexiglas protection shields have been installed
at the circulation desk. Many personal protection equipment (PPE) and sanitizing items have been
ordered. Returned books from the book-drop will be quarantined for 72 hours before being re-shelved.
Extra cleaning will be needed during each day after the opening and will require reducing the hours the
public can be in the buildings. With great regret, the traditional Summer Reading Program has been
canceled. There will be no live performers, but many of them have online programs available.

Children will still be encouraged to keep a summer reading log and will possibly have take home
craft/activity packets. It was decided that Doug would appoint a staff committee to discuss further
reopening details and that he would send that reopening plan to Phil Lenzini for his advice.

PRESIDENT'S REPORT

Old Business: Discussion was held about the possible purchase or lease of security cameras
for the parking lot and back door (NW door) of the RPL. Doug had received a quote from F.E. Moran
in Effingham for 4 cameras (which could be expanded to 8) plus a DVR and monitor. Cost to buy this
set-up including installation and training is $3760. Cost to lease for 5 years is $118/month which
includes repairs. Debbie Walls made a motion to lease the security camera system for 5 years and
Michael Garrard seconded it. Motion carried.

A progress report was given concerning the Frontier circuit upgrade to give the Robinson
Public Library much faster intemet service. First Choice Electrical is working on the installation of new
conduit for Frontier fiber optic network cable and used Holt Backhoe Service, Inc for excavation and
backfill for the underground conduit and polymer concrete box. This project is still in process.

New Business: Discussion was held about allowing library staff to work alone at the library
at the discretion of the library director, Doug Roberts. Doug stated that this would not be a common
occurrence and staff would need his permission on a case-by-case basis. Allen Summers made a motion
to this effect and Todd Liston seconded it. Motion carried.

Debbie Scott made a motion with a second from Michael Garrard to add new library director,
Doug Roberts, to the library bank account at First Robinson Savings Bank. Motion carried.

Motion was made by Michael Garrard with a second from Todd Liston to remove Breyanna
Weaver from the district Elon credit card and add Doug Roberts as the administrator and as a card
holder and to add Janice Shick as a card holder. Motion carried.

Michael Garrard made a motion with a second from Debbie Scott to make the bookkeeper
position a salaried position.. Motion carried. It was agreed that this change would occur on July 1st and
salary for Janice Shick will be voted on at the next board meeting.

DIRCTOR'S REPORT: Payment for the elevator inspection has been sent and the annual
certificate is pending.

All in-person summer reading program entertainers have been canceled for this summer but
online options will be available to some extent.

A quarterly staff meeting will be held soon to replace the canceled April 1 meeting. Social
distancing will be observed.

Doug has contacted Goff Plumbing about the annual A/C unit inspection. Goffs was also
informed to check the cast iron pipe in the basement which is experiencing some bowing.

Director has submitted notification to the Robinson Daily News for the three-year, commercial
insurance package for the District's four facilities.

Meeting was adjourned at 7:30 PM. Next board meeting will be on June 16, 2020 at 5:30 PM
which will allow the Robinson Library Endowment board to meet at 5:00 PM.
